Medicaid Waivers We Accept

A waiver is the Pennsylvania Medicaid funding that pays for your family member's support. Miracle Makers is a qualified provider under all three intellectual disability waivers.

P/FDS WaiverPerson / Family Directed Support

For people who live with family or on their own and need a limited amount of support. Funding is capped at an annual amount set by the state.

Who qualifies for Medicaid-based intellectual disability care?

This care is funded through Pennsylvania Medicaid waivers administered by the state's Office of Developmental Programs (ODP). It supports Pennsylvanians who have an intellectual disability, autism or a developmental delay that began before age 22 and substantially limits everyday functioning.

Eligibility is decided by your county office — in Philadelphia that is Philadelphia Intellectual disAbility Services (IDS) — not by a care provider. If you haven't started that process yet, call us and we'll point you to exactly who to contact.

Which waivers does Miracle Makers accept?

All three Pennsylvania intellectual disability waivers: the P/FDS Waiver (Person/Family Directed Support), the Community Living Waiver and the Consolidated Waiver.

How do I start services with Miracle Makers?

Three steps. 1) Call (484) 229-3455 or submit the request form on this page. 2) We coordinate directly with your Supports Coordinator to confirm the services authorized in your Individual Support Plan. 3) We match a support professional to the individual's goals, interests and schedule, then begin services.

Most families are scheduled within two weeks of authorization.

Does this cost families anything?

No. These services are funded through Pennsylvania Medicaid (Medical Assistance). Families approved for a waiver do not pay Miracle Makers directly for authorized services.

There are no membership fees, no add-on charges and no surprise invoices from us. Any cost-sharing that applies is determined by the state, not by the provider.

What areas of Philadelphia do you serve?

We serve all of Philadelphia County, including Northeast Philadelphia (Torresdale, Holmesburg, Mayfair, Bustleton, Somerton), North and West Philadelphia, South Philadelphia and Center City.

Ask us about coverage in neighboring Bucks, Montgomery and Delaware counties.

Can I switch to Miracle Makers from another provider?

Yes — provider choice is your right. Tell your Supports Coordinator you would like to change providers and name Miracle Makers Home Care.

They handle the paperwork, and we coordinate the transition so services are never interrupted. You do not need a reason, and you do not need to wait for a renewal date.

Who actually comes to the house?

A trained support professional — sometimes called a DSP, or direct support professional. They help with daily living skills, community activities, communication and safety.

Every Miracle Makers staff member is background-checked, trained to state standards, and matched to the individual based on shared interests and support needs — not just who happens to be available that day.

What if my loved one doesn't have a waiver yet?

Call us anyway. Getting a waiver starts with registering for services through your county office and being assigned a Supports Coordinator, who builds the Individual Support Plan.

We can't approve eligibility ourselves — but we can tell you exactly who to call, what to ask for and what to expect, so you aren't navigating the system alone. There's no charge for that conversation.
